（吉隆坡15日訊）吉朗（ZELAN,2283,主板建筑組）和阿布扎比Meena控股原本為了廣場計劃翻臉，雙方現在改為同意繼續推行這項計劃，吉朗更從中獲得額外超過2千600萬令吉的裝修款額。

獲額外逾2600萬裝修款額

根據吉朗文告，該公司與Meena控股同意解決爭端，雙方今日已簽署第二份補充協議，將繼續開發2008年4月1日啟動的阿布扎比Meena廣場計劃。

Meena控股將在上述協議生效的74天內，付還1億2千163萬8千624迪拉姆（約1億零748萬2千310令吉）予吉朗，這筆款項包括吉朗此前交付的9千253萬迪拉姆供應保證金，以及Meena控股拖欠的2千910萬8千624迪拉姆工程費用。

雙方同意將工程總值從9億5千零2萬5千456迪拉姆，調高到9億8千零4萬7千374迪拉姆（約8億6千557萬3千871令吉），額外的3千零2萬1千918迪拉姆（約2千651萬8千零66令吉）是裝修費用。

由於雙方同意截至2012年11月止完成的工程總值為4億6千455萬7千350迪拉姆，因此吉朗目前有待完成的工程餘額是5億1千549萬零24迪拉姆。配合更改，吉朗將為Meena控股提供新的供應保證金5千154萬9千零2迪拉姆，以及整修保證金4千零98萬零998迪拉姆。

吉朗預期可在工程重啟的15個月內竣工。（星洲日報／財經）

Reference is made to the Announcements dated 22 November 2012, 27 November 2012, 2 January 2013, 21 February 2013, 22 August 2013 and 16 December 2013. Zelan Berhad would like to announce that its wholly owned subsidiary Zelan Holdings (M) Sdn Bhd ("ZHSB") has on 15 April 2014 entered into the Second Supplementary Agreement ("SSA") with Meena Holdings LLC ("MH"), the owner of Meena Plaza Mixed Use Development Project ("Project") in Abu Dhabi, United Arab Emirates, for the settlement of disputes between the parties, and the continuation of works by ZHSB. The salient terms of the SSA include the following: 1. MH and ZHSB have settled the disputes and differences between them. Both parties agreed to continue with the Project in accordance with the Contract dated 1 April 2008 and the SSA, as if the Contract has not been terminated. 2. MH has agreed to pay a sum of AED121,638,624.07 ("MH's Payment") to ZHSB within 74 days ("Payment Date") from the date of the SSA. The said MH's Payment consists of MH's refund of AED92,530,000 received by MH earlier pursuant to its demand on ZHSB's performance bond in November 2012 and MH's payment of outstanding progress claims for works done amounting to AED29,108,624.07 due to ZHSB. 3. MH and ZHSB have agreed to increase the original Contract Price of AED950,025,455.95 to the revised Contract Price of AED980,047,373.79 as a result of an agreed variation order for additional fit out work of AED30,021,917.84. The parties have also agreed that the contract value of works completed as at November 2012 is AED464,557,349.85, and therefore the contract value of the remaining works to be undertaken by ZHSB now is AED515,490,023.94 ("Balance Contract Price"). 4. In exchange of MH's Payment to ZHSB on the Payment Date, ZHSB will provide MH with (a) a new performance bond of AED51,549,002.39, equivalent to 10% of the Balance Contract Price, valid for 15 months, plus an extension of 12 months for defects liability period, and (b) a rectification bond of AED40,980,997.61, valid for 6.5 months, as performance security for basement's rectification works of approximately AED15 million to be carried out by ZHSB. 5. ZHSB will recommence works for the Project 30 days after the Payment Date ("Recommencement Date") and the completion period for the remaining works is 15 months from the Recommencement Date. None of the directors and/or major shareholders and/or persons connected with a director or major shareholder has any interest, direct or indirect, in the Project. This Announcement is dated 15 April 2014.

全球金融海嘯爆發時，巨浪滔天，海灣國家特別是阿聯酋各自為政的迪拜和阿布扎比幾乎隨浪而去。

當時，積極開發這些“黑金”堆砌市場的大馬公司也受到牽連，包括建築集團吉朗（ZELAN）、除牌的LCL企業（LCL）等都元氣大傷。

其中，吉朗的旗艦工程是阿布扎比Meena控股頒給的廣場發展項目，總值9億5千零2萬5千456迪拉姆。隨著海嘯來襲，雙方不再意氣風發，反而對簿公堂，拖拖拉拉許久，最近才雨過天青。

上週，吉朗和Meena控股握手言和，答應繼續推行廣場發展項目，工程總值更調高到9億8千零4萬7千374迪拉姆（約8億6千557萬3千871令吉），額外的3千零2萬1千918迪拉姆（約2千651萬8千零66令吉）為裝修費用。

相比下，LCL企業運氣不濟。這家裝修公司以布城行政中心為起點，憑藉口碑一路走到中東，殊不知黑金世界竟然成為它的終點。海嘯過境，該公司從此一蹶不振，最後黯然下市。

中東得天獨厚，坐擁黑金，卻也因而陷入發展魔咒，視一切為唾手可得，經商條件每況愈下。政府操縱石油生產成性，慣於控制油價，不願腳踏實地推動經濟發展。面對抗拒改革的中東世界，大馬企業至多一時討好，長遠發展並不容易，在大馬見過鬼的企業領導，難道還不怕黑？（星洲日報／財經小品：王寶欽）

（吉隆坡22日讯）因脱售资产单次收益和利息收入高，吉朗（ZELAN，2283，主板建筑股）截至3月底末季转亏为盈，净赚1063万6000令吉。

上财年同期，该公司净亏损达4536万5000令吉。

该公司向马交所报备，营业额下滑5.8%至7610万6000令吉，上财年为8081万6000令吉。

现财年内，营业额较低是因为只有本地工程带动，去年同期则有阿布扎比Meena广场计划加持。

吉朗全年净利达3521万9000令吉，上财年亏损达7779万6000令吉；营业额则达2亿5020万7000令吉，涨幅近1倍。【南洋网财经】

（吉隆坡24日訊）吉朗（ZELAN，2283，主要板建築）獲得馬石油提煉與石油化學私人有限公司（Petronas Refinery and Petrochemical）發出價值2億4849萬令吉合約。

上述合約主要為柔州邊佳蘭石油提煉及石油化學綜合發展計劃（RAPID）頭灣海岸的卸貨設施碼頭，提供基本設計、詳細設計、採購及建築和調試施工材料。

至于合約價值，是根據每項單品成本價格，及數量和價格的附表收費率總計所得。

吉朗向馬證交所指出，這項合約期限長達18個月，由吉朗建築私人有限公司執行。

有關碼頭主要供進口重型和超大型設施和材料用途，包括在RAPID工程施工時的一些雜貨和集裝箱貨物。

获颁东海岸特区合约 吉朗承建2.5亿吊桥

二零一四年七月三十日 晚上七时四分
（吉隆坡30日讯）吉朗有限公司（ZELAN，2283，建筑组）预料将获颁东海岸经济特区（ECER）一份价值2亿5000万令吉合约，以兴建连接瓜拉登嘉楼Mutiara North与Mutiara South之间的一座吊桥。

熟悉上述竞标的消息来源指出：“吉朗是与一家专业于桥梁建造的工程公司Hasrat Sedaya私人有限公司联伙。它们分别拥有这项联营的70%和30%股份。”

消息说，吉朗出价将高于其他数家上市公司，以赢得上述吊桥工程。这些公司包括高峰控股和睦兴旺工程等。

上述吊桥将参考移动式桥梁，如开启桥、垂直升降桥及回旋桥类型。“在这项东海岸经济特区的工程中，我们将以伦敦塔桥为范本，后者的中心可利用水力从两端升降。”

这将是吉朗继国家石油公司2亿4850万令吉工程后再下一城。在这项国油公司合约下，该公司将在柔佛边加兰耗资数十亿令吉石化计划中，建造一座码头。

根据上述吊桥工程的招标通知书显示，东海岸经济特区所设定的其中一项突出要求是，得标者必须在过去10年内，曾经着手10层或以上的多层建筑工程。

有关得标者也需要拥有建造水上桥梁，以及机械与气动或水力系统移动桥梁的经验。

若单一竞标者的有关条件未能符合，它必须联手过去10年拥有至少1亿令吉单一合约建筑计划经验的伙伴。

东海岸经济特区是由前首相敦阿都拉在2007年推介，以推动发展东海岸，包括吉兰丹、登嘉楼、彭亨和柔佛丰盛港。

Hasrat Sedaya将负责提供建筑桥梁的经验，而吉朗则在中东高档商业建筑拥有丰富经验。

吉朗进军中东原定将带来重大成长驱动力，惟因之后的成本超支与计划延缓导致该建筑公司财务趋软。

曾经受到基金经理垂青的吉朗，在2007年曾晋至12令吉的高价位，惟其沉重资产负债表和过去10年中出现4次亏损，导致该公司成为一只微型股。

去年，该公司着手了一系列重组活动，包括出售于怡保工程机构有限公司（IJM，3336，建筑组）股票、建议削减股票面值40仙至每股10仙、以及2配1附加股送免费凭单。

在截至2014年3月31日止财政年，吉朗录得净盈利3522万令吉，及营业额2亿5021万令吉，主要是来自脱售怡保工程机构股票所得。这比较2013财政年的净亏达7780万令吉，及营业额1亿2800万令吉。

吉朗至3月31日止的借贷总额达1亿2464万令吉，比年前的3亿8991万令吉降低了约68%。基于手握现金2464万令吉，该集团的净负债企于0.72倍。【光华日报财经】

吉崚获2.4亿登州造桥工程

（吉隆坡31日讯）吉崚（Zelan，2283，主板建筑股）接获东海岸经济特区发展局（ECERDC）的信函，確定接受吉崚子公司组成的財团提交的瓜拉登嘉楼市中心，连接北河口，及南河口开合桥建筑及完工竞標建议。

吉崚是通过子公司吉崚建筑私人有限公司组成的吉崚及Hasrat Sedaya財团，参与这项计划。有关合约的价值达2亿4873万令吉。

合约期限是135週，从2014年8月13日接手工地开始计算，完工日期是2017年3月14日。

这项计划的施工地点是在北河口及南河口，这是在瓜拉登嘉楼的登嘉楼河北部，及南部2片填土地段。

即將兴建的大桥將作为连接上述2片土地桥樑，將被登嘉楼河隔开的瓜拉登嘉楼南北2区衔接起来，並连接至瓜登苏丹马末机场。大桥全长632公尺，宽23公尺。开合桥的部份长50公尺。

吉崚-Hasrat Sedaya財团的成员包括持有70%股权，並担任主导的吉崚建筑，以及持有其余30%股权的Hasrat Sedaya私人有限公司。

Zelan Berhad (“Company”) would like to announce that its wholly owned subsidiary, Zelan Construction Sdn Bhd (“ZCSB”), has received a Letter of Acceptance from East Coast Economic Region Development Council (“ECERDC”), confirming ECERDC’s acceptance of the tender submitted by “Zelan – Hasrat Sedaya Consortium” for the Proposed Construction and Completion of the Drawbridge connecting Muara North and Muara South in Kuala Terengganu City Centre for the ECERDC (hereinafter referred to as the “Works”). The Contract Sum is Ringgit Malaysia Two Hundred Forty Eight Million Seven Hundred Twenty Eight Thousand Six Hundred Sixty (RM248,728,660.00) only. The contract duration is 135 weeks, commencing on the Date for Possession of the Site on 13 August 2014. The Date for Completion for whole of the Works is 14 March 2017. The project site is located between Muara North and Muara South, the two reclaimed areas on the north and south of the Terengganu River, Kuala Terengganu. The bridge to be constructed shall serve as a bridge link to connect the two abovementioned land areas and to create a strategic connection between the Kuala Terengganu city across the north and south of the Terengganu River, all the way to the Kuala Terengganu’s Sultan Mahmud Airport.
