未来5年, 你认为国防部应该再定购什么重要军备

在隔壁水楼混了这么久,有了新领悟:

我国首先应该在预警机上下本钱,空军的训练和地勤应该更加统一系统化,另外电子资讯战能力也应该有所加强。

当年(2005)运来参加国庆的过程,在波兰运装。
这里提一下,当年运回来并不是只为了国庆。而是来进行实地测试,并没有白花钱。

不是吧,之前我一直强调这辆坦克并非是做秀而已的。而是运交给我国陆军的坦克,很多次的演习中都出现过。

预警机我国国防部已经评估过了,目前只是等待着预算的通过,如果通过的话,这个LIMA07应该会有所公布了。目前看中的则有EMB-145,E-2C和C130/737机体装上圆盘预警系统的预警机,如澳洲或是韩国的。而电子资讯战能力,我国很早以前就已经展开了。

KUALA LUMPUR: When the United Kingdom’s latest Type 45 (T45) destroyer was launched recently, one thing was not immediately obvious.

Although the Royal Malaysian Navy (RMN) had never operated destroyers nor announced plans to do so, the T45 will benefit the RMN.

The technology used in the production of the latest T45 — the Dauntless — will be used in the production of the RMN’s latest frigates.

The T45 anti-air warfare destroyers have been built by BAE Systems of the UK with the same company involved in the frigate programme for the RMN.

The Malaysian government usually negotiates a transfer of technology clause for procurement deals which it did with its frigate programme.
BAE Systems recently received a letter of intent from the government to provide two frigates via an industrial partnership with Labuan Shipyard & Engineering Sdn Bhd (LSE).

A transfer of technology is part of the deal and this technology will include those developed for the T45 destroyers.

Today, BAE Systems will be signing a memorandum of understanding with Realmild Sdn Bhd, the owners of LSE, to be witnessed by Deputy Prime Minister Datuk Seri Najib Razak, who is also Defence Minister.

Although details of the MoU are unavailable, it is understood that it concerns co-operation between the companies in the maritime industrial field, with the first project being the RMN frigate programme.

BAE Systems managing director (Asia Pacific) Steve Meighan told the New Straits Times he believed the RMN and the maritime and defence industries would benefit from the transfer of technology.

"The T45 has been built with the most modern, sophisticated production techniques. These techniques will be transferred as part of the technology package to our Malaysian partners.

"Thus, the most modern naval shipbuilding technologies will soon exist in Malaysia.

"There are, of course, very key, central equipment technologies that will be common between the T45 and the new RMN frigates. These will be proven and developed on the T45 prior to integration on the RMN vessels," he said.

"Similarly, this equipment will be supported by Malaysian companies as part of the transfer of technology package."

Meighan said BAE Systems was confident LSE would be more than able to undertake the frigate programme once certain measures were taken.

The entire programme is expected to take about five years, but LSE needs to upgrade the infrastructure at its shipyard in Labuan before the programme can get started. The upgrading work is expected to take six months.

The Dauntless is the second of eight T45 destroyers which will, in concert with the UK’s Future Aircraft Carrier, provide the backbone of the RMN’s air defences for much of the first half of the 21st century.

The vessels are expected to be in service with the RMN until at least 2040.

LIMA '07 Attracts 581 Companies, Says Najib
[April 30, 2007]         


KUALA LUMPUR, April 30 (Bernama) -- A total of 581 companies have so far confirmed their participation in the Langkawi International Maritime and Aerospace Exhibition 2007 (LIMA '07) in December, Deputy Prime Minister Datuk Seri Najib Tun Razak said Monday.

He said about 830 firms were expected to take part in the biennial event, of which 600 were involved in aerospace and the rest in maritime activities.

Najib, who is Defence Minister, told reporters this after chairing the inaugural meeting of the cabinet committee on LIMA '07 at the Defence Ministry here Monday.

In 2005, the event attracted the participation of 390 aerospace and 164 maritime firms.

Najib said that LIMA '07 would run from Dec 4 to 8 with the aerospace section to be held at the Mahsuri International Exhibition Centre while the Awana Porto Malai would be the venue for the maritime component.

The deputy prime minister said that 120 aircraft and 65 ships would feature in LIMA '07 themed "Defence Industry: Meeting Future Needs".

He further said that 488 guests from 63 countries would be invited and, for the first time, invitations would also be extended to army chiefs of several Asean countries.

Some 50,000 trade and 80,000 ordinary visitors are expected at the exhibition to be held on Malaysia's famed island resort.

Among local defence companies taking part in Lima '07 are Airod, Satang Jaya, Zetro Aerospace, System Consultancy Services, Composite Technology Research Malaysia (CTRM), Boustead Naval Shipyard, MTU Services and Realmild.

International firms heading for Langkawi include Finmeccannica of Italy, Rosoboronexport (Russia), SAAB (Sweden), Thales (France), EADS (France), IRKUT (Russia), BAE System (United Kingdom), Agusta Westland (Italy), Thyssen Krupp Marine System (Germany), Navantia (France), Armaris (France), Brahmos (India), MBDA (France) and Kongsberg (Norway).

Najib said besides the exhibition, four conferences would be held on the topics of maritime, unmanned vehicles, aerospace and aviation, and defence procurement.

Other highlights include the seizure of airfield simulation and the Red Arrows aerobatics display.

A live telecast involving the Royal Malaysian Navy's "Tunas Samudera" vessel, which is circumnavigating the world, is also being worked out.

Najib also said that two Royal Malaysian Air Force (RMAF) Sukhoi SU-30MKM, to be delivered in May, would demonstrate their prowess at Lima '07.


He said that the fighter jets would be involved in the airfield seizure simulation.

The RMAF ordered 18 of the Russian war planes in a US$900 million deal signed in 2003 in a move to modernise the Malaysian armed forces.

The Sukhoi planes will gradually replace the 14 American F-5E jets which have been in service for two decades, and complement the 18 MiG-29N Fucrums jets.

PAAMS是整个雷达系统,并非是导弹而已。如果我国的排水量吨位没过3500t的话,这个肯定是不用想了。除非是缩小化的而已,这个就值得期待。

新加坡,印尼都有。但印尼的在新的KILO还没落实之前,他们没什么威胁。越南预计会比泰国更快加入潜艇俱乐部。
你可以看见,反潜已经成为很重要的课题了~

反潜的钱是值得花的。我国海军防空系统的雷达主要是3D雷达为主,如Lekiu的长颈鹿3D雷达。

KUALA LUMPUR: This year’s Langkawi International Maritime and Aerospace Exhibition (Lima 2007) will have several interesting shows, including a mock attack of an airfield.

The attack will see soldiers from the Army and Air Force parachuting down from helicopters into the airfield in Langkawi.

They will be assisted by RMAF aircraft such as the F/A-18D Hornet, BAe Hawk and the Russian-made Sukhoi SU-30MKM fighter aircraft.

Six of the Sukhoi jets are expected to arrive in time for the show and two will take part in aerial displays.


The RMAF ordered 18 Sukhoi multi-role fighter jets in 2003, in a deal which included a space training programme for Malaysians.

Deputy Prime Minister Datuk Seri Najib Tun Razak, who gave a briefing on the exhibition, said the famed Red Arrows aerobatic team would also return for Lima 2007, scheduled for Dec 4 to 8.

“A total of 830 aerospace and maritime firms are expected to take part in the biennial event – this is the largest number in the series so far.

“A total of 120 aircraft and 65 ships will arrive, while 581 companies from all over the world have already confirmed their participation.

“The theme for Lima 2007 is 'Defence Industry: Meeting Future Needs',” he told reporters on Monday, after chairing a two-hour Cabinet committee meeting on the exhibition.

Najib said Lima 2007 would also be attended by international maritime enforcement agencies and 488 delegates, comprising senior defence officials from 63 countries.

About 50,000 trade and 80,000 public visitors are also expected to attend the exhibition.

Naib, who said four conferences would also be organised during the exhibition, added that Prime Minister Datuk Seri Abdullah Ahmad Badawi would also have a “live” teleconversation with the crew of the navy’s Tunas Samudera sailing ship.

RMAF jet crashes in Kuantan

PETALING JAYA: A Royal Malaysian Air Force (RMAF) Hawk 208 jet crashed after take-off at the Kuantan airbase yesterday.

The pilot managed to eject to safety in the 10.32am incident.

RMAF public relations officer Mej Zulkiflee Abdul Latiff said in a statement that the pilot, Kapt Yusni Sari, 36, was not seriously injured and was taken to the Tengku Ampuan Afzan Hospital in Kuantan.

A board of inquiry would be set up to investigate the incident, he said.

Mej Zulkiflee said the aircraft, which was on routine flight training, crashed within the airbase soon after take-off.

The pilot was said to be in high spirits and good condition at the hospital.

Hospital director Dr Ardi Awang said the pilot sustained only minor cuts on his right hand.

既然是弹射了,那么应该是不能复原了~

Multinational Orders for AIM-9M Sidewinder Upgrades

Raytheon Missile Systems in Tucson, AZ received a $30.1 million modification to a previously awarded firm-fixed price contract (N00019-03-C-0003) for the upgrade of 268 AIM-9M missiles for the Governments of Pakistan (200; $21.4M, 70.8%), Malaysia (57; $6.1M, 20.2%), and Korea (11; $1.2M, 3.9%); and for 229 Circuit Card Assembly kits for the Government of Canada ($1.5M, 5.1%).

The AIM-9M missile is a began production in 1982; even though the new AIM-9X is now in production, the AIM-9M remains the main short range air-air missile (SRAAM) of the US Air Force and several allied Air Forces. DID describes the AIM-9M version, and its updates. One of these orders is also related to a larger fighter fleet expansion and refurbishment, and ties into previous DID articles. We cover that, too...

The AIM-9M Sidewinder is a development of the AIM-9L, whose ability to track the heat from air friction over an enemy plane made it the first US SRAAM able to home in on its targets from the front as well as the rear. The AIM-9L was used very successfully by the British Royal Navy's Harrier jets during the 1982 Falklands War.

AIM-9M added a incrementally improved reduced-smoke Mk 36 rocket motor, better countermeasures resistance, and improved overall reliability; but the biggest improvements were the improved Guidance Control Section designated WGU-4E/B, along with an upgraded Active Optical Target Detector (AOTD DSU 15B/B).

Subtypes have incorporated further incremental advances and are numbered AIM-9M-1 through AIM-9M-10, with odd numbers being USAF and even numbers being Navy versions. The principal current production versions are the AIM-9M-8 (US Navy), AIM-9M-9 (USAF), and AIM-9M-10 (USN F/A-18 E/F Super Hornets).

A key component of the AIM-9M-8/9 upgrade is reportedly the replacement of 5 circuit cards and the related parent board, in order to update infrared counter counter-measures (IRCCM). Substitution of circuit cards at the depot level is labor intensive, expensive, and removes missiles from inventory; which is one reason the AIM-9X was designed to use reprogrammable software instead.

In October 2005, DID covered an order for 300 AIM-9M Sidewinders by Pakistan. According to Raytheon, the October 2005 purchase represented the first sale of the AIM-9Ms to Pakistan, and a January 2007 contract to modify the stockpile to AIM-9M-9 status completed that process.

DID has also covered a $650 million weapons package request placed in June 2006, that included another 200 AIM-9M-8/9 missiles. It is in turn part of a $5.1 billion upgrade & expansion of Pakistan's F-16 fleet. That request would appear to be covered by this contract, and at $107,000 per missile (compare to $172,475 for a new AIM-9X) the upgrade seems more like a purchase with possible trade-in.

Canada flies F/A-18 Hornets, but the deal's focus on circuit cards indicates that they are likely to perform the upgrade from AIM-9M to AIM-9M-8 status themselves.

Malaysia flies F/A-18 Hornets, which means it is likely receiving AIM-9M-8s from Raytheon. They are also paying about $107,000 per missile.

South Korea flies F-16s, which means it is likely receiving AIM-9M-9s back from Raytheon. They are paying about $109,000 per missile.

Work for all of the countries involved will be performed in Tucson, AZ (84%); Rocket Center, WVA (13%); and Andover, MA (3%), and is expected to be complete in April 2009. The Naval Air Systems Command in Patuxent River, MD issued the contracts.

Boeing subsidiary McDonnell Douglas Corp. in St. Louis, MO received a $167.1 million modification to a previously awarded cost-plus-fixed-fee contract for additional support services required to enhance the F/A-18 Weapons System with a series of System Configuration Sets. For more on what "system configuration set" software is and why it matters, read this Hill AFB article on the subject.

These enhancements will support F/A-18 aircraft operated by the US Navy & Marine Corps, and by the Governments of Canada, Australia, Spain, Kuwait, Switzerland, Finland and Malaysia. Work will be performed in St. Louis, Mo. (95%) and at the Naval Air Systems Command, Naval Air Warfare Center Weapons Division, China Lake, CA (5%) and is expected to be complete in September 2007. The Naval Air Warfare Center Weapons Division in China Lake, CA issued the contract.
