合約糾紛料圓滿和解
拉慕尼亞攫新合約減輕損失

（吉隆坡訊）拉慕尼亞（RAMUNIA，7206）與CARIGALI-PTTEPI營運公司發生合約糾紛，惟亞歐美研究看好雙方可能在顧慮需求利益下，可望圓滿和解，並相信其可繼續攫取海外合約，來減輕這項損失。

面對利空打擊，該公司股價受到小震盪。早盤一度下滑2仙至1令吉39仙，午盤表現仍不濟，閉市掛1令吉40仙，平盤。


該公司是於今年2月，獲CARIGALI-PTTEPI頒予一項總值780萬美元（約3億730萬令吉）的工程合約，主要是在泰國宋卡以東268公里，大馬哥打峇魯以北171公里的油田發展處，提供4項鑽油台及相關設施。

事件起因是CARIGALI-PTTEPI更改發展規模，拉慕尼亞重新評估後，認為新合約應額外徵收原訂價值的5%，導致CARIGALI-PTTEPI決定終止這項合約，並在未圓滿解決問題下，重新開放投標。

目前，拉慕尼亞已向法庭上訴，並申請開放投標的禁令，料本週末將會開庭處理。

分析員指出，這項合約並非市場傳聞的執行能力問題，而是合作時機與商業糾紛，因此樂觀看待糾紛將和解，主要是把事件帶上法庭，將會導致發展計劃延遲，拖慢CARIGALI-PTTEPI原有的生產計劃，拉慕尼亞也面臨投入成本與信譽損失。因此，最好的和解方式為重新開動這項工程，把這短暫損失降到最低。

評級維持“買進”

分析員表示，目前亞洲大部份碼頭面對強勁的訂單與生產力，以拉慕尼亞的經驗與能力，將可繼續攫取海外合約，減輕這項挫敗。因此維持“買進”評級，目標價1令吉80仙。 （星洲日報/財經•2007.07.20）

如果真的有事，早就跌破100天平均线了。反之，股价却站得异常稳固。

With reference your letter dated 23 July 2007 concerning the article appearing in TheEdge Malaysia, Page 5, Monday, 23 July 2007 entitled "The right answers in the wrong places" and in particular to the following sentences appearing in the above said article:-

"… Ramunia subsequently applied for a legal order restraining CPOC from re-opening the tender ….."

"…. the decision by CPOC to revoke the contract before a compromise, and subsequently re-open the tender without inviting Ramunia in the second bidding process … Ramunia has also taken the uncommon approach in seeking a court injunction, which will be heard by end of next week …."

The Company, having made due and diligent enquiry with all its Directors, major shareholders and all such other persons reasonably familiar with the matter about which the disclosure is to be made in this respect, wishes to clarify that Carigali–PTTEPI Operating Company Sdn Bhd's ("CPOC") withdrawal of the award of Contract No. CPOC/C3/2006/EPCC/003A where RISL was to provide Engineering, Procurement, Construction and Commissioning services for four (4) Wellhead Platforms and their Jackets and the CPP Jacket ("EPCC Services") was on the alleged ground of the parties' inability to reach a satisfactory agreement on the issue of additional costs.

Ramunia confirms that it had obtained an injunction against CPOC from negotiating, entering into or implementing any contract with any third party in respect of the EPCC Services under the Letter of Award. The injunction has since been lifted.

Ramunia remains committed to the project and in fulfilling its obligations to the client.


Ramunia will make the appropriate announcement to Bursa Securities on a timely manner in accordance with the Bursa Securities Listing Requirements, should any of its activities fall within the ambit of the Bursa Securities Listing Requirements.

This announcement is dated 24 July 2007.
